ISSUE What is the US's strategic check and balance to NATO's ACT? Literally.

As any Democracy there must be a proper check and balance system. Which means a bi partisan issue of course. For example, in the US military department airplanes are not just used in one branch but all have their own branch of flight. As such, what is the US's equivalent to NATO's ACT? As the US citizens do not want to be forced to lose military sovereignty for the ability to create friends. If let's say NATO every becomes like the UN is. Where the Communist Chinese are allowed to lead strategic chairs like the UN's DESA chair for economic development to create a strategic point of their espionage units the MSS to conduct economic warfare.

NATO's ACT perceived to be taken over by the MSS if not stopped within the next ten years. Much like they did the UN. Even though they still are the worlds biggest fascist dictatorial threat.
