How to create a game of being the President or a CEO of a game.

The idea is simple. There are many games. My favorite bide my time or switch gears for rest game, has always been civilization. I love it. I always thought it was not intricate enough with full scale strategies and worlds. However, I like it. As such, if we where to create  game for such geeks and nerds like me that allows us to learn how to be the President, along with CEO's. Then we could see how to better start economics.
