How the MSS can create a hurricanes.

Ok so I can create hurricane. The algorithmic equation to create a cloaked hurricane is simple. The idea is that you take three elements. A plane a boat and a satellite. At a specific point in time for less than one second they all interconnect. The plane carries a cloaked load of elemental minerals. Then the boat carries a small barometric heater. Then the satellite uses a quick shock of electromagnetic spark to start it all up. Then a few days later after the elements start to go radical. We see a hurricane walla. As such we need to defend against it with my wind sweeping idea. There you go.

It is really easy. If I was given access to the proper tools. I could easily create one and allow the trade winds to carry it to the destination. Along with calculate at what length I would need to create it. So the trade winds would disperse it before my allies where hurt.
