The Communist Chinese and their SOE's have long been a military Soviet type industrial institution. In which the SOE's are controlled by a centralized government agency. Which has both PLA generals and MSS generals working inside of it to direct the SOE activities.
I am not going to go through retyping all of the equations and codes of how Huwaie is able to block Al Queada and other terrorist organizations chat rooms in Afghanistan and other countries from US. As the codes are to long. Most of this I will paraphrase. As I do not understand why every single Representative and US agency does not have these types of reports. In which they also released manuals for specific espionage activities the Al Queada Pakistani Intelligence group could do to attack the US and force them into the Web of liquidation wars that they had prepared for in Afghanistan.
As such, what we see today is basically the simple version of an old trade road. The country that controls the gates to the trade road can hide, charge fees and thus allow certain entities to ride through it without their competition seeing. This is the same thing for the internet. As Huweai has set up networks in Afghanistan. It is easily able to keep watch on them while hiding anything that will actually allow the US and other countries from to stop from being attacked. You ask why would they do this. Well they want the US in a liquidation war. As this then forces our concentration on the primitive goat herders. Instead of high tech soldier training and other methods. In which the PLA is constantly doing. As all PLA soldiers are required to know how to hack and to use high tech weapons. Where as US soldiers are taught how to smell goat her dung all day long and chase after pr imitative religious gangsters.
This then allows Huwai's networks which are being discovered time and time again. To cloak Al Queada and other extremist goat herders activities and chat rooms. In which the MSS can even participate and act as a liaison to help them fight and force the US and other Democracies to stay in the liquidation war.
Then the report goes on with codes graphs, areas where the Huwaei networks have been found, chat rooms that where decoded by our intelligence that Huwaei tried to hide via gate networks and other areas that are easily hidden by network providers from searchers.
