Currently the MSS's diplomatic actions are above the number at which the world can allow.

There is a issue when an intelligence agency becomes so erratic and so proliferated it will inherently do anything it wants without check and balance from the Democracy of the people. In which the MSS wishes to stop all voting and just go back to the old Communist one party rule completely system instead of 85% single party rule we now see.
