The current CIA staff has not been able to muster the ability to see the MSS as the real threat. In the days of the KGB CIA competition it was a different story. If the KGB made a pact with a tribal people for them to be their proxy agents. Then the CIA quickly made a pact with a tribal people to be their proxy agents. Which then kept the two at odds so that they could not become powerful. If the KGB paid the proxy agent to attack the US. Then the CIA paid their proxy agent to attack the Soviet Union.
