The Soviets funded nuclear programs and nuclear missiles for hostile countries that where run by single fascist parties. The Communist Chinese do the same thing.
The Soviets had very high domestic espionage rates in our government. the Communist Chinese have gone above and beyond and have over 3,000 domestic espionage bases.
The Soviets lied about developing weapons instead of being open. The Communist Chinese bought a Jet Carrier to make as a museum, it is now a full working carrier.
